State Research Programme
 
SUBSTANTIATION OF DECIDUOUS TREES CULTIVATION AND RATIONAL UTILISATION, NEW PRODUCTS AND TECHNOLOGIES
2005 - 2009


In compliance with the EU conditions, the forest field is supposed to make the major contribution to Europe’s sustainable development till 2030, reaching for this purpose the balanced forest regeneration and resources utilisation for the development of competitive and science-based production. According to this policy and strategy, in Latvia, in compliance with the instructions of the Cabinet of Ministers, the forest science and wood technologies were acknowledged as priority fields for financing fundamental and applied research, testifying that, for further development of the forest field and Latvia’s national economy, it is necessary to augment the forest resources available for industrial production and to develop technologies for innovative and rational utilisation of those resources for producing high added value products. With the financial support of the Ministry of Education and Science of the Republic of Latvia, the implemented State Research Programme (SRP) is one of the instruments for the development of this strategy. For wider utilisation of the local resources, namely, soft deciduous trees as a promising avenue of SRP are chosen, taking into account the volumes of the available resources and their renewal potential.


In the implementation of SRP, combining the broad spectrum of the research competence, researchers of Latvia’s leading institutions in the field of forest and wood studies as well as educational institutions participated, who represented all forest field areas: forestry, woodworking, extensive processing of wood and economics (Latvian State Forestry Research Institute „Silava”; Latvia University of Agriculture, Forestry Faculty; Latvian State Institute of Wood Chemistry, and the Institute of Forest and Wood Products Research, established at the support of manufacturers).


In compliance with the development strategy of the Latvian forest field, the aim of the programme was defined as follows: to develop innovative, ecologically and economically grounded technological solutions for sustainable utilisation of forest and non-forest soils for cultivation of deciduous tree forests and the development of the fields based on the utilisation of forestry products. 
 
SRP, in its implementation, was structured in the four projects, whose work tasks embrace all fields of soft deciduous tree research:

  
Project No. 1. DEVELOPMENT OF PROMISING TECHNOLOGIES OF DECIDUOUS TREES CULTIVATION FOR PROVIDING THE FOREST AND NON-FOREST SOILS’ CONSUMERS WITH FOREST RAW MATERIALS (Latvian State Forestry Research Institute “Silava”, Dr.sc.ing. Māris Daugavietis


Project No. 2. OF HARDWOOD IN MECHANICAL PROCESSING FOR OBTAINING NEW PRODUCTS (Latvia University of Agriculture, Faculty of Forestry, Prof., Dr.habil.sc.ing. Henn Tuherm


Project No. 3. UTILISATION OF HARDWOOD FOR OBTAINING IMPROVED WOOD MATERIALS AND NEW PRODUCTS (Latvian State Institute of Wood Chemistry, Prof., Dr.habil.sc.ing. Uldis Viesturs


Project No. 4. ECONOMIC EVALUATION OF DECIDUOUS TREE PRODUCTS AND TECHNOLOGIES (Latvia University of Agriculture, Faculty of Forestry, Prof., Dr.sc.ing. Alfons Grīnfelds


The following tasks were realised in the course of the programme’s implementation: prerequisites for enhancing forest value by way of cultivating deciduous tree forest and non-forest soils were developed; versatile studies of the structure and properties of fast-growing deciduous tree wood were carried out; new technologies for upgrading the properties of woodworking and wood products were developed to extend their applicability; technologies for extensive processing and recycling of hardwood and its processing residues for obtaining new high added value products were approved.


The Programme was an irreparable instrument for involving students and young researchers into practically oriented research studies.

The Proceedings summarise the results gained in the course of implementing the Programme, the conclusions and recommendations on soft deciduous tree resources and the types of market demanded products, grey alder cultivation aspects, the peculiarities of soft  hardwood treatment and the potentialities of improving the properties, and the utilisation for obtaining innovative high added value products, applicable in the national economy, (chemical and biologically active compounds, sorbents, geocomposites, hygiene agents’ components, heat-insulating materials, etc.). The Proceedings give an insight into the cluster of the performed studies, with references to the main publications, published in scientific journals.
